iPad 2, like the real second generation one? Buy a new one. Cydia plugins might make it faster, but barely. Just buy a second hand iPad 4 or mini 2 for about $100 without a scratch and you see at least triple the performance. Or invest more for better performance..

You cant make hardware processing faster with cydia hacks.

Disable parallax effect (Though if you're using with speedintensifier the zoom effects look weird imo, if you think the same, I recommend using the built in settings option, go into settings, general, accessibility and reduce motion, then turn it on.)
NoBlur (I recommend using the replace blur with transparency option)
Ignore these people, you can make IOS faster with Cydia hacks and the peformance difference is better than barely, and no, you don't have to buy a new device that you probably won't even be able to jailbreak.
EDIT: A few more things.
Go into settings, general, background app refresh and turn it off, then go back to the first page of settings and go to itunes and app store, then turn off all of the automatic downloads.

Good try bud. Keep telling him to ignore reality. Yes his 6 year old ipad will run as good as an ipad pro

In the end Speeding up the animations or turning off options such as spotlight or other settings does not make the device performance faster.
You can only do so much when it comes to installing newer ios versions to older hardware the device will drag no matter what.

I never said it would run as good as the iPad pro, stop putting words in my mouth.
Also, yes, disabling spotlight does speed it up, it's the same as if you were disabling spotlight from settings which does improve performance. Disabling parallax is also an option in normal settings and it does speed it up,(there's a reason why it's disabled in low power mode) however, it disables the zoom effects, same with noblur, it's an option but it looks ugly in stock IOS.
NoLiveClock reduces a bit of cpu usage, not really noticeable though, it's just if you're really desperate for speed.
Speedintensifier makes the loading times of opening apps faster overall, again, it's only useful if your device is really slow.
Ioverclock doesn't actually overclock the device, but it makes it run at its max speed, think of it as high performance mode from Windows.

No, it doesn't make the loading times of apps faster. It only makes the animations quicker. Apps will still take as long to load and will show you a white screen with nothing till they open up.
All you're suggesting is just tiny band aid options that do not make up for the older hardware limitations on newer iOS versions.
But off course you know everything and the op should ignore us all.
According to you he will speed up his device with Cydia hacks right?

No, I'm saying that instant animations will make the app open slightly faster, it's not really noticeable but it's there. However, it is much more noticeable when you open the switcher, press home, open folders, etc.
Also, how does disabling visual effects that use processing power and using "High Performance" mode with a different name not speed it up?
There's a reason why parallax and blur are not on the iPhone 4, it slows down the device!

I call false on your claims.
It will not make IOS faster like you said above.
It will still be pretty much the same old slow hardware on newer ios firmware that runs very bad, non optimized, bloated and slow in general.

Yeah, next you're gonna tell me that low power mode doesn't save battery and only makes the battery icon yellow.

Low battery mode has nothing to do with outdated hardware performance. You can disable some options manually to save slightly some battery used but you cannot change hardware to run faster on newer software.
6-7 year old hardware is still going to run like a turtle on new software period.
